Identifying Relevent IPC class for Patent Search

# During INPADOC search, it is better to use IPC search instead of keyword search. This way we can't mis relevant patents if the keywords does not appears in the title or abstract.
# Identifing the key IPC classes:

* Patent search (IPC of most on-target patents)
* Natural Processing Language search at WIPO (http://www.wipo.int/tacsy/)
* IPC catchword index
